Introduction
The Department of Justice has mandated accessibility requirements for electronic information and technology, ensuring it's accessible to people with disabilities. This includes websites, applications, and other digital content created, maintained, or used by state agencies. The compliance deadline is April 24, 2026. These requirements apply to all posts in SPC's Titan Hub engagement platform.
Creating accessible content isn’t just good practice—it ensures your message reaches everyone, including those using assistive technologies. Here’s how to make your Titan Hub posts more inclusive!

Use Descriptive Alt Text for Images
Alt text (alternative text) helps screen readers describe images to users who are visually impaired. When adding an image:
- Be concise but descriptive (e.g., “Image explaining how to get started with getting your SPC Digital Student ID.”).
- Avoid phrases like “image of” or “picture of”—screen readers already announce it’s an image.
- If the image is decorative, mark it as such so it’s skipped by screen readers.
Images of Text
Avoid posting flyers/posters as images without providing the full text content in the post itself. You could post the flier as an image AND a tagged PDF version. You could also make sure to include the important information from the image in the text of the post (the who/what/where/when/why, contact info, event RSVP link).
Make QR Codes Accessible
- Avoid using QR codes as the only way to access content: If a user is on a mobile device or tablet they cannot scan the QR code. Adding the url that the QR code routes to in the body of the post is a great way to ensure accessibility.
- Ensure the linked content is accessible: The destination should follow the same accessibility principles—clear structure, alt text, and readable fonts.
Write Meaningful Hyperlink Text
Hyperlinks should clearly describe where they lead. Use meaningful link text:
✅ "View the Student Resources"
❌ "Click here"
This helps users with screen readers and improves usability for everyone.
Check Captions and Transcripts
If you're sharing any videos, ensure that they have captions and audio clips include transcripts or summaries. Even if you didn't create the video, if you share it on the Titan Hub, you are responsible for making sure that it's accessible.
Other Tips
Color & Contrast – Don’t rely on color alone to convey meaning; confirm sufficient contrast between text and backgrounds.
Content Structure – Break up longer posts with headings, bolded section titles, or bullet lists to aid navigation and readability.
Plain & Inclusive Language – Use clear, simple wording; define acronyms; avoid phrases like “see/watch” that assume ability.
Attachments & Links – Check that attached documents and linked resources are accessible (e.g., tagged PDFs, captioned videos).
